An "emissions statement" that you fill out? I've lived in Colorado and California (to say nothing of Germany and Japan), and have never had to fill out a form giving information about the car. Don't ever recall hearing about it, either.

What type of questions are you supposed to answer?

well my first guess would be to tell them it's getting painted, so you won't be driving it for awhile.. and that you'll get it inspected for emissions As soon as you can.. if you're not driving it, no harm can be done.

never heard of these notices before.
even here the thirdgen we have, the guy before us was supposed to get it inspected in june or july. many months before we got it.

Here, if you don't pass the first time, i BELIEVE the second time is free... and any other time after that you have to pay.

I think that's how it works.

might as well try, though. you'll be able to see what problems it has with what

a tip that people say on this forum is to make sure your car is hot (drive it around for 30 minutes or so prior to getting it inspected)

the hotter it burns the better the exhaust is or something.

In Illinois, if you tell them your car is inoperable, you need to also provide an estimated date when the car can be tested. This should not affect you renewing your plates. Since your car is so heavily modified, I'd take the test for the first time, just to see where you stand emissions-wise. On a car with a carb & distributor, you can tune your way into acceptable emissions (but you would not want to drive it that way. These are things that help.

For CO, set you idle mixture screws lean & increase your low idle to ~ 1000 rpm ( do not excede 1300 rpm).

For HC, retard the timing as close to 0 deg btdc as possible.

Set your timing first, then adjust the carb to the conditions I described.

With your double pumper, I would disconnect the secondary pump & loosen up the primary pump. The whole object is to prevent alot of excess raw fuel increasing your HC number.

All the tricks assume you have a properly operating ignition system & carb. Plugs & wires are fresh, the carb has no operational problems.

If you have an air pump on the car, make sure it is functional during all operating conditions.

If, after the first test, you flunk & the emissions are really high, meaning you are going to have to "try things", be advised of this. You can "buy" a volantary test for $20. The results will not count toward your offical 3 test maximum. The point is, if you flunk your third test & go for a waiver, you might not get it if your are missing emission control equipment. You are better off passing the test without them looking over your car.
Hope this helps. Good luck.

A couple days before I go to get it inspected I drop the LG4 with all the emissions equipment back in it, and I bolt the stock exhaust back on. It's a real pita but it's damn worth it. Ever try to make an LG4 car fast while staying emissions legal? It ain't happening.

Yeah. I've heard about that. I know guys get waivers by providing documentation (photos & insurance statements) that the car is for show or race. I don't know that much about it to offer any comments on what needs to be done. Why don't you do a search for the website for Illinois vehicle emissions testing? My guess is you could find out that information there.

im not sure about sauk villiage but im in chicago and they give you plenty of time to have it tested, more than enough to paint it then test it without telling them anything. the first form for my winter car said i had untill august but they just kkept sending them untill i got a final notice to have it tested by the end of november and when i didnt pass the first time in november they gave me longer yet but there is a place in southwest chicago that guarantees to pass any emission test for $165, i think they just pay someone off but it got me through. you have to let them take it in for the test though, its called Shield's and its in summit actually, not chicago but its SW of chicago. i dont know if its poccible for you to go there because i have no clue where youre at but good luck...
