Ummmmm......
Maybe because of poor gas mileage? or maybe it's excessive fuel consumption? I give up.
What sort of a car is it? Engine size, induction type, mods, things you've tried, etc.

1- depends a lot on how much time you spend idling and in stop and go traffic, especially when it's cold.
(200/13gal = 15.3 mpg, which isn't too terrible. but 200/15.5 = 13, which is a little low)
2- if you've never changed your O2 sensor, do that. my car was getting 11mpg city before that, 16 after. (several other minor repairs got it to about 17 in the winter and 19 in the summer around town, and 22-26 highway year round)

My car, 305 with a Comp XR264HR cam and a carb, 3.73 gears, etc., gets 20 mpg on the highway dependably, on trips of thousands of miles at a time. I feel sorry for you FI guys.
why is that? last time i did a thousand mile trip i averaged 26.5mpg in my TPI, and that had 142k on it.
the O2 sensor is just something people often overlook that causes lots of power, mileage, and emissions problems.
