When I want good gas mileage I drive my Honda. 
Oh crap.... I didn't want it to leak onto these boards that I own a Honda............
Oh well, that car is my slave/work car, not my race car, so it's okay, right?

There was an article in an '80 issue of Hot Rod by Dave Emmanuel, unfortunately I lost it, but it was entitled project econo performer (I think). It featured a '70 350 Mont Carlo that used an Edelbrock sp2p intake with a Q jet and some 1 1/2" tri y headers. It got about 27 mpg and ran in the 14s, real good for that size car.
I'm personally in the process of trying to get my pickup dialed in after some mods to optimize mpg. My approach is to keep the mods small; cam, valves, pipes, carb, a good approach for a truck anyway. And to jet the carb sorta lean in the off idle range up to 1/4 throttle, after that, you can richen it up for power on demand.
There's a lot to it but those are the basics, it's actually pretty easy. If you start getting into a really specialized setup, it can get complex, but the basics will give you results.
There are some books too, Performance with Economy, by David Visard is one.
