ok everything is done and on...cept ONE minor deail...HOW DO I GET THE TIMING CHAIN COVER BACK ON!!!!!!theres this lil lip that supposed to go over he oil pan gasket....and why am i telling yall this, you already know.....how the hell do i get it on there?! .............once again, zero lash is when the rocker arms have a LIL tiny wiggle to them, THEN 1/4 turn???
off of the gasket?? isnt that the oil pan gasket that im hitting??? help!! lol... OH and whats a good way to install the harmonic damper.....NO ONE around here sells the installing tool, or rents it...cant believe it...anyways....i got the oil drained out, poured oil all in the heads and let that just drain too....zero lash is when the rocker arms wiggle BARELY, 1/4 turn after that??

No, off of the timing cover. The part that goes behind the rubber seal where it meets the oil pan.
Make you own installer, from a 7" or so piece of 7/16"-20 threaded rod, a couple of big thick wahers, and a nut. Screw the rod as far into the crank as it will go, put the balancer on, put the washers and the nut on, draw the balancer on by tightening the nut.
Your adjustment sounds OK, to start it up at least. Once you start it, do them while running by loosening them one at a time until they tick, then tightening them back until they quit, then turn the car off and put your chosen preload on them (¼ turn, or ½ turn, or whatever).

Trim the corners from the stamped steel lip that retains the seal in place - NOT from the seal. It helps to loosen the oil pan bolts, and remove the first couple of rows from the front.
Get a 7/16" - 20 threaded rod about 5" long, and two matching nuts. Thread the rod fully intp the crankshaft snout. Start the balancer an align the keyways. Use one of the nuts and a large washer to draw the balancer into position. Don't forget to apply a little clean oil or grease to the balancer where it enters the timing cover to preserve the seal.
