02 voltage changes when i turn on my lights!!!

02 voltage changes when i turn on my lights!!!
If i turn on the lights the 02 goes lean. i turn off the lights it goes rich.
same thing with wipers. i turn on the wipers and it goes rich. turn off and it goes lean.
also the dome light. on = leaner. off = richer.
what gives?

The extra electrical load is dropping your bias voltage to the sensor. You can measure teh bias voltage with the ignition on, engine off. You should get a steady 450mV. If the additional load of electrical accessories is dropping the voltage, you likely have a connection problem somewhere.
Unfortunately, bussing in the fuse panels can be a problem in older vehicles, especially in areas that experience high relative humidity. Monitor the voltage at the ECM from the ground terminal to the main power terminal while loading the system. It is also possible that the regulator in teh ECM is faulty, but if you gete 450mV at some point, it isn't as likely as the connection possibility.
Don't overlook ECM grounds, either.

Oh vader sorry i didnt specify, there is no ECM this is strictly an Air/Fuel Guage reading.
Im going to re-run the wires for the 02 sensor, its a heated one.
And i no longer use the factory fuse panel. every thing in the car has been re-wired through a distribution block and several in-line fuses and a switch panel. the original fuse block in the car fell out on my feet while i was driving down the road one day, and shorted and melted to my shoes. heh.
