Bad charcoal canister?

How can you tell if the charcoal canister is bad? Are replacements expensive? I changed the filter on mine and the canister has a strong gasoline smell- car was not run in a few days. If the valve from the tank line to the canister is bad, will it allow pressure to build in the tank? I have a leak back there after car was parked in a HOT garage for a few days with half tank of gas. Thanks in advance-

if it smells of gas or has gas in it it needs replaced. last one i bought was 35 dollars, and it's been a few years back.
