Okay i have a number of different things that you really need to think about.

First of all (although its not too important) i was under the impression that a 383 needs to be bored .60 over?

Anyways if your bottom end needs a rebuild i wouldnt worry about your heads for now. Things to consider include:
Where do you want to end up power wise with this motor?
Is a block with 2 bolt mains going to be strong enough?
Once you increase the cubes of the engine its going to effect the power band of the cam so keep that in mind.

ummmm at a certain power level your going to blow out your stock tranny so you have to keep your drive train in mind. Here is my opinion of the smart and sensible way to build up your engine (at least this is the method im going to use and im 16 on basically minimum wage)

Basically just build up your own short block and leave everything else stock for now ie heads, intake because while you wont have a massive power gain from the 383 you will have a really good base to build on so when you do slap on heads and an intake you will get a massive boost.

I'm really tired i have more sugestions but theyll have to wait till tommorow.

no a 383 is overbored .030" and my tranny can take it to around 430 horses cause I had it performance built when I swapped it in for the V-6. it is a turbo 350. Ummm power wise I want to end up around 400 horses but my main goal is as much torque as I can get.

Are you sure that trans will bolt up to a V-8? Some of the V-6 engines use a different bolt pattern, unless the trans is a dual-pattern it may not fit.

Your hp and torque goals are easily within reach with a 383, just need to get specific data gathered on cam, heads, and intake combinations. Not going bezerk on cam specs or head intake runner size, without going too small on either, is the ticket.

Do a search on EngineMaster or whatever here, it's freely available somewhere and evidently does a fine job of output modeling with various elements.

The tranny is for a v-8. Whats the link to Enginemaster. I bought a short block 350 with 8.5 compression for a great price. I am going to stick with a 350 not a 383 cause it would be to much of a hassle for me. But if I swapped on a set of vortecs heads with a edelbrock RPM intake with a comp cam xtreme energy 274* cam with a holly 750 Dp carb. WOuld this get me into the 400hp range.

The compression ratio of the short block can`t be determined till
you know the combustion chamber size of the heads you will use.
I wouldn`t use the XE-274 if you are going to have less than 10:1
compression.If you are between 9-10:1 you can use the XE-268,
if you are under 9:1 use the XE-262.
