Camaro or Firebird? (There is a slight difference in wiring.)

There should be a relay some where in line to the fog lights, it might be bad, try replacing it. Also make sure your high beams are off,fog lights will not come on with high beams on.(you probably know that but it's worth mentioning.) It's gotta be something in the wiring between the lights and the fog light switch so just check everything, but I would find the relay and try that first since you said you know the bulbs are good.

Also, make sure you check ALL of the connections, that they are clean AND give them a nice coating of dielectic grease.
I had a problem with a loose connection and the lights would go "on and off" due to vibration. If I banged on the front facia, they could go "on and off". After I cleaned all the connections and made sure they were properly connected together (on Firebirds you sometimes don't get the wire to connect properly from the male connector on the bulb to the female connector in the holder) they all worked fine.
I also had a broken switch one time, where they would only work IF I held the switch down.

SD,
If you have a Camaro, I don't know where your relay is located, but if your's is a Firebird, there is a relay at the firewall, next to the hood hinge arms:
Just for reference, the factory wiring will NOT allow the driving lights to turn on when the high beam headlamps are turned on. If your high-low beam switch is hosed, your driving lights will not operate.
