frustrating problem while braking

Engine: 5.7 gm H.O. crate engine
Transmission: 700r4
frustrating problem while braking

this has been an ongoing problem for a while now, i think it may be a vacuum leak but is it possible if im getting 16-17 (inches?) at 700 rpm? if i rev the engine wit the brakes applied the engine almost dies, if i brake too hard, the engine almost dies, and when i step on the brakes the rps clmb 2-300. it is not the brake booster because when disconnected it still does it. i tried using carb cleaner but got nothing. any help is appreciated, thanks

Axle/Gears: 10-bolt 3.42
the only vacuum line for the brakes is the one that goes to the power brake booster. are you sure it isn't the line going to the booster?
