Car Still Won't Start

The spark plugs appear to be fine, we have taken them out and they create a spark , the timing is perfect ( already taken a timing light to it), I am having a mechanic come over tomorrow to readjust the valves, I'm thinking that when the car first started the lifters weren't pumped up they made a loud clicking noise, maybe now they are pumped up and making the valves too tight. We took a vaccum gage to the engine and there is no vacuum what so ever. Could this be due to tight valves. I am starting to think about dropping a 350 in it, which would be better but I don't have the money.

try loosening the rockers and starting it, not too much, just enough, does it sound really hard while turning over?

Did this happen all of a sudden? No vacuum could be caused by a plugged exhaust/bad cat...even if the timing was whacked, i'd think you'd get some vacuum...
