would that indicate a bad 02 sensor? the circuit is complete and check out ok.. thanks!

yup one cause for code 13 is a steady signal stuck at about .50 volts. has it been changed at all before?

You can also get a code 13 from a throttle position sensor being set too high.

The TPS adjusted too high would still apply. It is located inside the carburator and has a connector with three wires going to it. I had the same problem on a 1985 5.0L with a 4 BBL.
