Hood "Nostrils" Open for Cold air?

Hood "Nostrils" Open for Cold air?
I want to help my bottom breathing car breathe some cooler air, especially in the summer when it's damn HOT!!!!
Anyhow, I've got an 84 Z28. I want to get one of those nifty air tubs that fit around the carb and seal off from the rest of the engine compartment. I see them on Jegs for about $60.00.
Of course for that I'd need some sort of hood scoop. I was wondering why nobody ever punches out the two holes on top of the hood? I mean they're purely decorative now, and you'd have to cut out some of the insulation, but they line up just in front of the carb, perfect right?
Any ideas? I am going to have my car painted in about a month or so, so now would be the time to do it.
Please help.

Hey, sounds like it's worth a shot. But let me warn you:
PLAN CAREFULLY!!! Go over every detail of what you're going to do and how it's going to go together. Many times some custom fab jobs like this are great plans in your mind, but when you actually start hacking and sawing it all goes to hell.
I speak from personal experience, unfortunately. But hey, you gotta learn somehow, right? Right!! Fear not!

Might have to fabricate a cover and/or baffle or something like that.....this is where it gets fun, see?
Might be worth your money to get a generic hoodscoop and integrate it to your hood since you're cutting a hole in it anyways.

Hopefully this afternoon I will be able to get under the hood and make some measurements. I had thought about the rain problem, and was thinking that maybe I could have a block off plate there and maybe run some cold air hoses like on my original dual snorkel intake up to the tub or something like that?
The car is a daily driver, but not my only mode of transportation. It rarely rains here (Southern Arizona), but I don't want to be stuck with a car that I can't drive in the rain.
Any more ideas?
