will not drop to idle

When I clutch the car at a light or even changing gears it will not fall to an idle for several seconds. It drops to around 1400 or 1500 ,sometimes more, its several seconds before it will drop to where it should be.I have changed IAC.

Is the TPS reading correctly. If it's reading high the ECM will somtimes hold a high idle for a while before it realizes it's being lied to.

I have had 3 TPS go bad in the last year. I'll check it out and see what reading I get
