What is this? What does it do? If it does anything does it create vaccumm? Should it click or move when hooked directly to a battery for testing? thx

Cruise control servo. It controls the throttle setting when the cruise control is engaged. It uses vacuum pull the throttle open & but does not create any. It has no electrical components in it, so hooking it up to battery will have no effect on it.

It does not create vacuum, it uses vacuum from either you TBI unit or your manifold (don't remember where it hook up to). The two hoses are vacuum hoses. Inside the unit is a diaphram. If your cruise control is not working and all else looks good, you may have a crack in the diaphram. Its very thin and can dry out.

If you have a 5.7L, I'm gonna assume you have TPI.. If you have TPI, there is a port on the side of the plenum that T's off to the HVAC and the Cruise control (there is a check valve that also serves as the "T")..
