Car stumbles at 3000. HELP

I have pressure regulated to around 6 psi's(gauge is 0-60 so I cant tell exactly where) I do not have my vacuum line hooked up to the mallory regulator so the pressure stays constant. Whenever I gun it it will hall *** then stumbled around 3000 and hall *** again after that. DOes that sound like too little or too much fuel pressure????
