Have you checked the condition of your vacuum lines and hoses?

How is the PCV valve? PCV is a controlled leak remember.

shake the PCV valve. you should hear it rattle.

You should only be able to blow through it one way as well. The best part of doing that test is when you get the nasty old oil taste in your mouth

Might want to replace it anyways. Should be replaced approx. every other oil change, and they are only a few bux.

What kind of symptoms are you getting to where you think you have a vacuum leak?

Oh, stuck open EGR is the other vacuum leak that is harder to diagnose on the TPI, I believe it's in the open on most other cars. If you press in slowly on the diaphram you should notice the idle getting worse and worse until it dies. If you have a vacuum pump you could also feed it vacuum gradually to 15" and note the change in idle.

the engine revs once in awhile. varies between 1000-1500 usually not any higher. If i spray brake cleaner near the TB and runner on the pass. side it revs up like to 1400. can't pin point the exact location thaough. I also thought it might be the IAC.

Check the bolts on the TB and that runner to make sure they are tight.

Yes, it's never good to reuse paper gaskets. Especially if they tear or get mixed up.

Get a new upper intake gasket set, shouldn't be to much. The engine shouldn't rev at all when you spray the ether on it.
