Tuned port or throttle body. About have to be a binding in the spring or the throttle shaft. Try some carb cleaner on the spring and inside at the throttle blades. Then some light oil. Could be the cable but not usually.

the tbi base is worn around the throttle shaft. It wears off-center due to the forces on the shaft. When there is alot of vacuum present, the throttle shaft is pulled down and the throttle blades lock in the bores and cause the 'brick wall' feeling when you first hit the gas.

www.turbocity.com sells rebuilt slightly overbored GM units. Pricey but theyll fix the problem. Other solution is to visit a junk yard and try to find a decent one thats not too badly worn. You could also have it rebushed. Dont know who does that stuff. Automotive machine shop, perhapse?
See how much slop is in the present tbi. Open the throttle up about 1/4 of the way and try to move the shaft around. If it moves alot then its time to fix it. Ive gotten around a little bit of slop by bumping up the min air adjustment. Not so much that it affects the stock idle speed, but enough to prevent some of the binding.

Probably a junkyard is the cheapest way. The thing you want is the tbi base. Youll probably have to look at alot of them untill you find one thats not too worn to be used. Any detectable up and down/sideways movement in the throttle shaft and itll do the same thing your present one does.
Im all but certain that the tbi is the problem but as a final check you can push the accelerator down with the engine off. If it moves freely then the worn tbi is the culprit. If it feels the same then something may be binding.

it presses down just a bit lighter than it does when the motor is running. ive also noticed that when the car is in park(idle) , when i step and let go the gas , when the motor revs back down ,there is a hiss/cringing noise ...

hmmm... usually there is a big difference when the motor is off vs. when the motor is on. It also only has the brick wall feeling when you first hit the gas. Disconnect the throttle cable and check that it moves freely and that its not binding up in its housing.
