Im going to look at a 89 IROC-Z, 350 TPI, Automatic, T-Tops, ONLY 20,000 Miles! Black!
He wants $7500 For it!
Ok is he asking too much?
How would I know If he lying and His mileage reset?
What common things should I Look for?
Where exactly do I look for the "Z28" to make sure its not a dressed RS!

If you don't have much experience in looking at, working on, or buying cars...take the car to a shop and have someone put it up on a lift to check it out. Usually a relible mechanic will charge you very little if any at all to do this. And the owner of the car shouldn't mind it either. If he does, walk away.
7500 is a great price in my opinion...if the car looks fairly mint, no wreck, no rust, great interior. Find out where the Service Parts Identification label is, and decode the 3 digit codes on this website...will help in determining if it is original z28
Find out why he is selling, how long car has been owned. Talk to whoever has owned the car if possible.
Hope this helps...and buy it if you know its "the one" for you, and that you will like the car when you drive it.

Take it to a mechanic and have it checked. $7500 for an 89 with 20K miles is a good deal. Remember, it is still a 12 year old car. If it's what you want, get it.

Ive been doing some reading...Im not really sure where Im suppose to look for these codes that will tell me that this car is a true IROC-Z. And what codes should be present for this kinda car?

A cross over pipe? that's it ! Take it to a trusted mechanic tell them to check the car completely. Should cost about $50 - $100. But that's cheap insurance if there is a problem. Also if he won't let you test drive it there could be a problem. Also check the engine before you start it. I have had alot of cars and truck in my life and some people don't tell you that there vehicles start like crap, so before you come to see it, they start it to warm it up so it has a nice clam idle. Just pop the hood and look around. Touch the upper rad hose just to check if this guy is a crook. If all goes well if I were you I would DEFINATELY buy it.
They are either in the center console or rear left storage compartment in the hatch. There are about 20 or so three digit codes. Just plug them into the RPO decoder on this website and voila, you'll know. As far as the mileage, if the digits are misaligned, shake, or dont turn, then chances are it has been tampered with. If its been tampered with but the car is still in good shape you can always call his bluff, threaten to report him to the proper authorities and get the car for dirt cheap!!!

Get the vin number off of the car and run that to see what the specs are. The vin will be found in the front window of the car. Also look under the front end of the car and look for 2 bars connecting the front end. One will be the sway bar and the other will be the wonderbar. The wonderbar only came in the Iroc unless they put it in themselves. Also follow what the people above have said. Keep posting questions and they will continue to be answered. Good luck Iroc's are fun cars as are all other 3rd gens. You have chosen the right car to buy.

Just so you know...
A 20,000 mile car will have no wear and no dirt or leaky fluid residue anywhere. It should look as clean as a new car. Look in areas where you would normally see dirt/residue buildup, and check the crevices in those areas to see if its a cleanup job and odo change, or if its clean like its all new. I wonder about it needing a new 'crossover' pipe. Why? Shouldnt be anything wrong with it with that low of mileage unless it was wrecked or has a bunch of miles.
Try to find someone (preferably a friend or someone you can trust) who knows ALOT about cars, preferably someone who does restorations. They can tell you if it looks like the mileage is correct or not.
