for the record i have an 86 iroc that gets bad milage, but:
my girlfriend has a 91 cavalier z24 with 3.1 auto, and 94 000 miles. she drives it nice and it gets about 21-22 miles per gallon, at 70/30 hwy/city. is thid normal or should this car get better.

 

Yes it should. Start with a tune up and make sure you change the fuel filter. It should come up and be getting about 26 at least

 

If should be better. I get 22 with my 1991 GMC Jimmy S-15. But, it depends on how it's driven. If you stomp on it all the time it won't get very good mileage.

It really depends on how you drive it, the camaro gets 24mpg because i baby it but my 91 nissan p/u with a 4banger only gets about 16mpg because it gets dogged...

 

so do you think that it is possible to get 26 mpg, i mean the car is always driven super nice. but because it is not, is there anything that would be causing the lack of milage? spark plugs?

 

So many things can effect gas milage. As people have indicated above, start with a good tune up, plugs ,wires cap,rotor fuel filter(S), air filter. You might want to have the car put on a computer to make sure everything is ok, like the timming. I drove a car for nearly year with the thermostat stuck open, the car didn't get up to optimum operating temp, this caused higher fuel consumption. Then there is the PCV valve and O2 sensor. Even though they don't trip a system light ,they may be tired and in need of replacing. Wheel bearings can affect roll ease. You could have the fuel system serviced(cleaned). On high miliage cars having the auto transmission serviced can help the car shift better (sooner) increasing gas miliage. Keep the tires inflated to prooper levels(often overlooked) . All these things can affect your cars performance in some way. Add them all up and it could make a big differrence

I was getting about 25mpg with my 94 Sunbird LE Coupe. It had the 3.1 motor and an auto tranny. I used to dog the crap out of it, but I maintained it at the same time so it lasted pretty good. Got me from Beverly Hills, CA to Virginia Beach, VA in only 36 hours and car was only turned off once for 20 minutes while I went to pick up gas money from Western Union (my brother had to wire me cash for gas).
Cost me about $170 in gas from CA to VA.

Put 117K miles on it in 3 years and only $500 in repairs for water pump, hoses, and other small stuff.
