89 IROCZ shift problems

Looking into buying a car and 89 IROCZ. Problem is the guy said it wont shift from first to second gear. The tranny is a 700R4 automatic. Can you guys help me out here? Any info would be appreciated.

There are almost innumerable possibilities. To help sort it out, a little more information would help.

When the transmission is placed in gear (either D or R) does the transmission engage immediately or is there some hesitation? How long?

Does the transmission shift from 1st to "nowhere", or just always stay in 1st and act as an engine brake when the throttle is released?

Is the fluid level correct when checked hot? Is there any notable odor of the fluid?

Does the gear selector feel normal, or is there excessive play/slop in the selector?

Is there a TV cable still attached to the throttle body?
