TPI Failed emmissions agian....still running rich
I replaced the spark plugs/wires, Cap and roater, O2 sensor and Catalytic Converter -- Fuel pump is good
I fixed the timing on the car... No codes are showing up other than the code 36 because my car wont shift into Over Drive.
I checked the fuel rail with the pressure regulator and the pressure held at 39 while idleing. I shut the car off and the pressure slowly dropped and stopped at about 8.
Here are the emmissions specs RPM 1452 Dilution 11.5
CO% Test value 3.95 = failed with limit of 1.10
HC Ppm Test value 7375=failed with limit of 275
NO ppm x liters 340 passwed with limit of 3600
Base readings are CO (0.79%) HC (1475ppm) and NO (68ppm)
Air Inj System Pass
EGR System Pass
Fuel inlet Restrictor Passs
Evaporative control system pass and gas cap pass
**Any input is welcomed***

leaky injectors?
bad ecu?
custom chip for your cam?
You verified the AIR diverter is going to the cat? I'm not sure what AIR Inj System pass means. How did the tech verify that it's working, other than it's there?

I dont think its leaky injectors because I checked the fuel pressure on the fuel rail and got a steady 39...
Is there a way to tell if the ECU is bad?
Should I get a Chip burnt for this Cam?
All Lifts are based
on zero lash and theoretical rocker arm ratios.
Crane Compucam 2030
Lift: Intake @Cam 282 @Valve 423
Exhaust @ Cam 297 @Valve 446
Rocker Arm Ratio 1.5
Cam Timing: TAPPET @.050
Lift: Opens Closes Max Lift Duration
Intake (8) ATDC 32 ABDC 110 204 °
Exhaust 37 BBDC (3) BTDC 110 214 °
Valve Float 6500

I had put Edel broc TES headers on the camaro... would I now need a heated O2 sensor??
Also my Gas Gauge bounces and my oil pressure gauge bounces ...

It's running rich.
Did you run it for 20-30 minutes before taking testing it.
Did you change your oil?
Whats your operating temperaure? what's the Thermostat Temp? 195, 180, 160°F...etc.
Check:
for vacuum leaks
the TPS
the CTS; Any offset in the CTS especially to the cold side will cause it to run rich.
Might be a leaky fuel pressure regulator.

The car ran 20-30 mins before it was tested...
I changed the oil 1000 miles ago
I dont see any vacuum leaks... i checked all my hoses
I put a 180 thermostat in it
never checked the CTS/ what is the right way to check the coolant temp sensor
I checked the fuel rail pressure while the car ran and it held steady at 39 so... doesnt that mean it cant be a leaking fuel pressure regulator?

I'd definitely recommend a 3 wire heated O2 sensor with headers. It may not be going into closed loop....

Edelbrock headers need a heated 02 period. Have the same issue on a friends car and the heated o2 will fix the closed loop issue at cruise and idle.
Any cam will affect how the car runs. Some worse than others, like the more duration the worse at idle and low speeds.
HAve you replaced the injectors with anything other than a stock size? A 24# on a stock 350 will drive the BLM to 108 in alot of cases only take sa difference of a couple of points.
Any type of canister purge issue experienced? It is pushing raw fuel out the canister into the intake?
