Left over piece out of steering column

So i ended up having to change my ignition lock cylinder (damn vats car and having to snake this new wire through the inside of the column with a big plug on the end) and had my column apart 3 times (cause i put the clockspring on wrong etc...) anyway's i have the piece pictured below left over. the third time i took the column apart to look and i could not see where this piece goes? i have driven the car a couple hundred miles now and everything works fine ( wipers low high and delay, turn signals, tilt, lock cylinder my car does not have cruise, etc...) and wondered what this piece is? i obviously don't NEED it if i have driven the car without any problem, i am just curious as to what it is. i also took apart a spare 84 Manual trans column to look for the part to no avail. thanks
