I just finished putting in my new engine and a new engine wiring harness. The first time I put in a battery to see if there was power in the system. I turned the key to "On" and this awful whining/whistling noise started to come from the passenger side, near the ECM. It sounds like my heater did when it had no vacuum signal. Does anyone know what this means?
