While trying to adjust IAC, I couldn't get the RPMs to go up or down?
With it unconnected and the car running rough, I could not get the rpms to raise to the desired 450 rpms. I turned the screw until it wouldn't go out anymore and it didn't raise it at all. However now with the connector plugged in the car idles at about 500-550 in drive and around 600 in park.

Describe exactly which screw you're using to try to adjust the idle speed and the direction that you're turning it.
We need to make sure that you're working with the correct adjustment screw.
The correct screw takes a very small torx head driver and is located on the driver's side of the throttle body, just in front of the throttle cable and is recessed in an aluminum 'hole'.

As you turn the screw you can actually see it contacting the throttle arm on the throttle body. The threads on the screw are of a fine thread design and it may take quite a few turns to cause it to move outward enough to make an idle speed change.
Can you see the screw making contact with the throttle body throttle control arm?
