Which metering rods are the secondaries?

Which metering rods are the secondaries?
I know that there is something im looking over to answer my question. I got an Edelbrock 1406 carb, and there are the two rods that are removed at the top of the carb. Is one of these the primary and one the secondary? IF so which is which?

There are no primary metering rods. Primary circuit is always in use, and are simply jets at the bottom of the fuel bowl.
They are referred to as "secondary metering rods" because they meter fuel for the secondary circuit. (clear as mud????)

Uhhhh, 'scuse me??? THen why are the rods on the back two barrels of the carb? Why do the rods move when the secondary butterflies move? (and not when the primary are opening?)
I know that some carbs with the MC solenoid DO have metering rods on the primarys as well, but, I dont think that is the case here.

Quadrajets have metering rods on both the primaries and the secondaries.
