still have issues

I have not been able to figure this out yet. It could be a combination of things. Ill start by saying my carb could still be off, as in the idle. My engine shakes a bit every few seconds, my idle keeps changing. Ive tried setting it to where i want it, around 700rpm. I get it to that, rev the engine and then the idle just goes up to like 1000+, and even after letting off teh gas, the idle just rises on its own. so i back off the idle screw to bring it back down to where i want it. It just never wants to stay there, the only way i can get it to stay close is when its at below 700 rpm and i dont want it idling at 500.

I did a vacuum test, things are around 16-17", but its fluctuating and i can see it move by the sound of the engine loping. i checked all the ports, i noticed one of them i was getting no reading at all, the egr port i believe and another was at 15. Im not sure if al the ports would give the same reading. I even checked the fitting on the back of the intake that has a vacuum hose attached that goes to the wiper motor area and it was 17". When i hit the gas, the gauge dropped to zero when looking at it, i dont know it that is normal?

Im getting a gas smell out the exhaust so i suspect its running rich and teh gas mileage is crap.

Im stumped and hopefully these symptoms are familliar to some and can help me out, its geting annoying to keep having to adjust the idle.
