Is my lifter bad??

Engine: 350, ZZ4 equivalent
Transmission: Pro-Built Road Race 700R4
Axle/Gears: 3.23 Dana 44
Is my lifter bad??
Okay this weekend I started my car and I head a loud click click noise that increases and decreases with RPM so I figured a rocker arm was loose. I take it into my garage and take off the valve covers and one of the rocker arms is loose but the nut that holds it down is set at the same depth as all the other ones. My engine has 138,000 miles on it. It has a lot of sludge in it too. Could it be that the hydraulic lifter is stuck in the compressed position? Or did my rocker arm randomly get really loose?

its possible a lifter, also could be a rod knock, see if its from the top of the engine or bottom, is it a more dead tick tick tick or a hollow knock knock knock some knocking on a wood door.
