Idle fluctuates ?

1988 formula 350 TPI idle fluctuates when cold. The idel seems normal as soon as the engine warms up.
Could it be a Vac leak????

Absolutely. Vacuum leaks are probably the most likely cause. I've got an 88 5.7 that does the same thing, once it warms for a few minutes the car will idle more normally. I have already replaced the CTS thinking that might have done it, but still no. I've chekced for leaks, nothing, cleaned the IAC, now on to the IAT sensor. Good luck, and if you find the problem before I do, lemme know!!
