if i were to run L31's would i have to go with reverse flow cooling, i thought all vortec's u had to have a bassakwards water pump, do they make a electric reverse flow water pump?

that's only on LT/LS motors I think. Look up what ME Leigh did to use LT heads on his 305...

Only LT'x' engines had reverse flow cooling (as well as the L99, aka baby LT1).
They're also known as Gen II small blocks.
What you may be confusing is reverse flow and reverse rotation.
A lot of engines with a serp. belt setup used reverse rotation water pumps because the pulley rotated "backwards" compared to older "V" belt systems.
The fluid still flows through the engine the same direction as any other Gen I block, but the impeller inside the water pump just spins the otherway. Therefore it has different angled fins.

nothing magical or fancy about those heads except that they need a specific intake manifold. Besides that everything else is "standard" and will work with "standard" stuff...
