89 IROC wont start

Thought the starter was the problem, but the test says its good, so I replaced it any way since it was already off the car. So I put the new starter in now nonthing works. I got in the car to start her up and everything went out. Nonthing at all works on this car.(lights, horn, wipers, etc.) I checked the fuses all are good, and I took the battery out and checked the voltage and its readind 11.32VDC, so I think the battery is fine. What did I do wrong.

You took the battery out just to check the voltage? You may as well take it to a parts store and have it charged, since 11.xx volts means it is probably dead anyhow.

Make sure your starter connections are good - it might be that you already fixed the problem but your battery is just dead.

Sounds like your battery is low and you have corrosion on some terminals. Clean your wires to the starter and make sure its all in the right spot and give it another go. I'd get a trickle charger for the battery, its awfully low and they are only $15-20.
