so how exactly do i do this? should i use a hammer? lol

no, dont use a hammer.

They make a special tool to do it. It threads into the pump and pulls the pully on.

You will ruin the new pump if you smack it with a hammer.

Get the right tool and it will be a piece of cake.

i was jk about the hammer....yeah i got a pulley remover/installer kit and i didnt realize i had lost the screw for installing it untill i found it lying on my garage floor. so i figured out how to get it on...how do i know when to stop turning? i dont want to overtighten it if thats possible. right now the pulley is in the same place on the shaft as it was before i took it off, but i can keep tightening it if i want...maybe it wasnt all the way on to begin with?

They're usually set up so that the pulley presses on to where the hub is flush with the end of the shaft.... pretty hard to screw that up in the factory, which is what the factory really cares about the most, so that's how they do it.

so is it more important for the hub to be flush or for the pulleys to line up?

If it is flush, it should line up.
