Help!Gas spilling out of new filler neck

Help!Gas spilling out of new filler neck

I bought a replacement gas tank for my 92 camaro from year one, because my old filler neck was begining to rust and you could smell gasoline. But now gas somehow gets out of the filler neck and leaks down the side of the car. The cap is on as tight as possible. Is the part deffective? Would a new cap fix this? I think gas is somehow getting out of the vent holes. And is there anything that gets gas stains off of paint? If you look closly you can see stains on my year old paint job!!!!!!!!
