I assume that is a solid roller cam? With those heads maybe go to a 1.6rr. The heads are most likely good to .600" lift. Might want to talk things over with Crower.

Not enough cam; not enough rocker.
The heads can't do their job if you've got all this gigantic intake port, and down at the very end of it, there's this valve that just barely gets cracked open. "The point" of having heads with large ports, is FLOW.
That cam is listed in the Crower catalog as a street cam, "high revving .... small c.i.d. engines". Even though all you've got is a 400, not a particularly large engine at all, it still sounds like a mismatch to me.
Instead, look at their 00312, 00313 or 00316 grinds; note the rocker ratio specs for those; and use ROLLER rockers. The Crower steel ones would be excellent, or the Comp steel ones. I would not use ANY kind of ball-fulcrum rocker with as much spring as those heads have; and I would not use aluminum rockers if it will see any street time.

As far as bang for the buck on a high quality rocker arm, the Pro Mags are hard to beat.
Re: what do you guys think about this combo?????
I see what you mean, what i dont understand is why would the guy who built this motor would sink all this money in to it and skimp on the cam?? Would it be a good Idea to stick with a solid flat tappet or switch to a solid roller? I was already looking in to the comp cams pro magnum rockers. Now, being that my pistons have a 10 cc dome, think with more lift my valves can hit the pistons??

Solid rollers are the way to go if you plan on spinning high RPM's. However, the equipment to run them properly costs a pretty penny. Good solid roller lifters are in the 3-4 hundred range, good springs can run upwards of 2-300, same price range for the camshaft. The list goes on. It's not cheap to run SR's correctly.
The only way to know if you'll have VP clearance issues is to dummy it all up and find out.
