Car idling crazy!!!

Whats up guys? I have and 1989 Z28 camaro with a 350 TPI. I have a random idling problem that I just can't seem to get straight. I have replaced my IAC motor,thoroughly cleaned out the throttle body and set up the idle according to the instuctions on the site. My problem is for some reason the car will randomly start to idle about 2000 rpm and won't come down. Or it will have a hard time starting and won't idle at all. I end up having to remove my IAC and reset it manually and then it will appear to work fine for a few days and then do the same thing over again. It did the same thing with my old IAC so I just replaced it with no change with the results. I do not have a SES light or anything and have no idea where to go next. Any suggestions on what to check next would be greatly appreciated!!!!

Plug off the power brake booster and drive it a while using the "power-leg" brakes.
A vacuum leak probem in the booster will cause a high idle.

Checked it with no results....any other suggestions? Car seem to take a long time to start sometimes also.

Check the EGR type...Some are run by exhaust back pressure and cause idle problems,..which means taking a look at the cat for damage or plugged.

I see. I replaced it already with a GM one about 2 months ago. I will check the cat also.
