Whassat thing in my rocker cover?

Whats the thing in the passenger side rocker cover on my 89 tpi that looks like a PCV valve? It's connected to the passenger side of the throttle body by a molded vacuum line. Whats it do?

Thanks

One cover has the pcv valve, the other has a vent. The vent is connected to the filtered air before the throttle body to let fresh air into the crankcase.

OK, then it sounds like it's probably not part of my fast idle problem.
