possible stupid throttle question

So yesterday I noticed that when the gas pedal is fully depressed, the throttle blades aren't fully opened. Am I correct in assuming that the throttle blades should be sitting completely horizontal? They seem to be angling up about 20 degrees from horizontal. I'm assuming this would be slack in the cable, can the cable be adjusted in our cars, or is it strictly a replacement item?

Also would that 20 degrees or so from being wide open be much of a hinderance to top end performance?

Does there appear to be a power loss of any sort or is it normal? As far as I know, my 305 isn't completely horizontal, but I'd have to double check on that.

Well I havn't particularily noticed any loss. But I've also never thought to check the throttle plate before with the pedal floored, so it could have been like this as long as I've had the car. You'd think it would be designed to have the plates open as much as possible.

Depressed means pushed down.

I know the butterflies go horizontal, but should they be completely horizontal? Because mine arnt, they are angled up about 20 degrees from horizontal. Wanting to know if this is normal or if its time to buy a new throttle cable.
