Well, we all want to do it for the least money, but not having a whole lot is a problem.
What would I do? Get a running 350 engine, shortblock if necessary, that doesn't need a rebuild ($150-$300). I'd get an upgraded Vortec head kit from sdparts.com that includes Vortec heads upgraded for more lift, Performer RPM intake manifold, rockers, gaskets, and bolts (about $1100 plus shipping). To that I'd add a Comp XE274 cam (roller version if the 350 block is roller - $150-$250), Holley 650-750 CFM double pumper carb ($400 new), and full exhaust (that alone will run you a good $700 for a decent system). That'll put you easily over 350 HP, and probably close to 400. Little things will probably run you another $200-$300.
Of course, your tranny will no longer be happy with you.
