Well, unless it has a delete pully on there...
It should be your AIR pump, or your emissions system.
Or, just completely remove the emissions system and buy a smaller belt, thats what my brother did with his 92.
Besides the belt you would also need to get plugs for where the hard lines connect into the manifold.

Reguardless of if I were to delete this, I want to know exactly what it is. Also how to make it stop grinding / scraping / making horrible noises.

An idler pulley simply, as stated, idles. Just spins freely doing nothing.

Sounds dumb at first, but when I went back and looked at my picture, it makes since. It has to be there or else you wouldn't be able to serpentine the belt into the correct locations.

Smog Pump Removal: Serpentine

Mustang owners are lucky in some ways. One way is their ability to bypass their Smog pump simply by using a shorter belt. Unfortunately those of us with 3rd Gen Camaros must remove the smog pump altogether to get a shorter belt to fit. I used a Kelly Springfield belt from Autozone part number 967k6. Just look at the direction everything spins before you begin. I believe cars with cats that have the A.I.R. system, will become plugged without the pump. The actual pump is simple to remove. I even left the A.I.R. piping on the car. Take out the mounting bolts, and the pipe slides out. Take a look at the following pictures for a reference, I forget where I got them, but thanks to the owner. (Contact me for recognition) Remember it is illegal to do this to cars that are driven on the street.

Haha, alright so driving down the road today, and the scaping / grinding noise gets undeniably worse and all the sudden the pulley comes to a screaching hault and the belt starts whining like a bitch.
I ordered the pulley yesterday so I am out of luck for a few days while it comes in.
But oh well, it will give me time to get my rear controll arms, edelbrock strut tower, upper rad hose, and rear struts in also.

In the tech/general engine area, but needless to say, if it's locked up then the pully won't help, the whole pump is froze and will have to be replaced or removed.

Did you even read the post I put above? The cheapest easiest way to handle it is to spend the 5 minutes it takes to remove the smog pump, and put a shorter belt on. My above post even tells what belt number you need. You dont need the pump unless you are somewhere that actually checks for it or test your emissions coming out of the exhaust.

Yea, Look at my avetar and tell me what you think about your response. I am in a place that test's emission, as F*%$ing lame as that is, just removing the system is not an option.

Cool, check it out, you can pull it off for the purpose of driving, and free up a few horse. Its two bolts I believe, the emissions tube stays in place. (it runs to your cat) Then when you get a chance you can replace the air pump. Dont get your hopes up, but if mine is still in my garage I will send it to you for the price of shipping if your interested.

Yea man, that would be awesome. I think a new one runs like 80+ bucks or something like that.

So this is my fix to stripped bolts.
Ground away the pump a tad to fit the new belt (yes the serpentine is set up so that it runs right smack dab down the middle of the next pulley)

Car has worked fine so far. No engine lights or change in how it runs. (if there is increased power it's not noticable)
I have a new question, how might I go about getting these bolts out so I can eventually replace the smog pump and get on with life?
From what I remember it is like a 4.5 or 5.5 star wrench size. The insides of the bolt are pretty much gutted, when I do get them loose I will be replacing them with actual bolt heads to avoid this problem in the future.
Just looking for some idea's.
