Could REALLY use some help STARTING!

OK so i think i have an electrical problem... Basically what happens is when i turn the key in the on position SOMETIMES, not always, the fan wil come on and i can hear like relays popping is this clicking noise... Everytime this happens the car will not start, it will crank and everything is just won't start. If i turn the key and the fan and w/e does not come on then the car starts right up and seems to be just fine.... It leads me to believe it is some type of self check system that it goes through because the fan comes on and off like it is going through some type of cycle. I have no idea what is up with this! I feel like there is some small electrical problem but i don't even know where to start, and when i took it to a local electrical shop it sharted right up and basically the guy told me he can't fix it if there is nothing wrong.... I don't know ANYONE ever had a problem like this or can someone PLEASE PLEASE help me?

Id say the clicking noise your hearing is probably the starter hanging up if it were me id start there you can have it checked at most local automotive stores for free

I replaced the starter not to long ago so i don't think its the starter.... The popping noise is the sound of relays its like a electrical clicking. Does anyone know anything about a self check system? Because ihave a friend with a WRX and he said he can make his can do this same thing but the only difference is his will start whether it is doing the self check or not....

Again, where does the clicking realy noise come from? Is it under the hood or inside the cockpit? Is it near the drivers kick panel? Or some other place?

The clicking is from under the hood it sounds like a self check on the relays and the fan goes on then off and on like the car is making sure everything works.... The clicks are coming from under the hood by the firewall like relays.... I don't know if the clicking is the issue... i was thinking many there is a short or a bad ground someplace... something to make the car go into a self check mode. I don't know tho...

Is it TBI? cuz if it is that clicking noise is your carburator solinoid

I haven't really checked but the starter isn't the problem i don't think considering the car turns over it just won't fire...
