ENGINE HELP NEEDED!!
i have a pretty much stock 89 IROC with only a borla exhaust. i hope to build it up and be in the 350hp range

the previous owner just had it sitting in his driveway for over a year. i recently pulled the engine out because the head gaskets were done for so i decided just to rebuild the whole engine.
when i took everything apart there was sludge everywhere!! also some of the water ports in the heads were rusted closed. so pretty much the inside was a mess the previous owner didnt take care of this car pretty much.
before i put the engine in i want to do heads/cam, something for intake(dont know what yet it has the stock tpi), a/c delete, water pump, pulley kit, and headers.
also what should i do tranny wise, has the 700r w/ b&m shifter
i want a nice sounding lope but i also want to be able to do the high revs
for the headers i want it to sound mean i want this baby to growl! im going to be doing the exhaust work myself. emissions no problem because were my car is registered you only smog once when u register the car
i dont know much about heads so i dont know what to look for.
what would be the best setup for what im trying to do..im new to the engine world so people take it easy on me..lol
i have $3000 to spend..hopefully this is enough....
i need something to keep these damn SLOstangs off my back

What are your goals with the car? What it gets used for plays a large part in how to build it. If that $3k is just for the engine, I would say 1,300 for a short-block, 1,000 for good heads, and then the rest would go to the cam, carb, intake, and so on. It can get expensive quick if you're not careful.
The trans..... auto or stick? A TCI master kit, and a stall convertor for the 700r4 is good. Maybe a T56.
Exhaust.... still a lot of choices. I have a dynomax dual kit for an 89 camaro that I got onto my 91 firebird. Fits good, it's true duals, choice of 2 mufflers, and with the ones I got it wakes the neibors every time I go to work. Costed me about $600.
Then there is always traction, tires, chassis stiffness, steering, braking....... all the basics

here is what we need to know...
1. 350hp at the flywheel or at the rear wheels. big difference.
2. goal[s] for the car. street only/street strip.
if you plan on making high RPM power (over 6000) the TPI isnt going to be the best or most cost effective answer (IMO)
for short block i would recommend a GM short block (cheap, good quality for the $$$)

i forgot which would be better for your year.
heads depend if you want it at the rear or flywheel. some vortec heads may help you reach your goal.
as far as cam and manifold, that depends on what you want. you will need a different style intake manifold if you go with the vortec style.
for the trans, i would definitely get a decent trans cooler ESPECIALLY if going with a higher stall.
stall choice depends on cam.
for exhaust i would go for some hooker headers. defnitely 1 3/4" primaries shorty or LT is your choice (i love my hooker headers and they are good for the money).
