Engine: 5.0 tbi stock, hooker headers
engine wont turn over but seems like it wants to start
my 1990 camaro sounds like it wants to start but never rolls over and when i try to turn it on the head lights go out and dash lights go on and off.could it be the battery?

Internally corroded battery cables (positive cable most likely) can also cause this as well as loose connections.
