Car: 84 camaro z28

Engine: 5.7 carbed

Transmission: turbo 350

Starter Issues

I have a regular 383 with a 168 tooth fly wheel and the 9 tooth starter, my problem seems to be that the starter is too far away from the flywheel. it only catches the way edge of the teeth. It's about a quarter inch too far away. Anyone know what is causing this, and it is not shimmed.
