Yeah I know the pump is crap, they put it in what can I say
I'm here because a certain other forum is virtually useless, anyhow, they say with the engine running; more oil is pumped topside, into the valve covers.
can i safely add another qt in the car and not worry about foaming up the oil, it has a stock windage tray in it.
any comment would be apprieciated.

Run it at the normal level. If more oil is hanging up in the top end, that means less is down in the pan available to be sloshed by the crank. A common "hot rod" trick is to run the engine a quart low to keep oil away from the crank - if the oil is hanging up in the top end, you're doing that by default.
Of course, oil draining back to the sump is another way to get oil on the crank, and more likely to contribute to oil whipping.

and with half an extra qt it still won't touch.
the engine is stroked so i suppose that brings it closer t the oil
i'm not road racing just street so the sloshing may be minimum, however i wuldn't want to drive spirited and have it foam up/

Over-filling by half a quart would be more of a problem than running a quart low, even with the HV pump.

Re: i have a melling m55vHV oil pump can I over fill my L98?
No you cant over fill. The crank normally i think is in contact with the oil. Actually ive hears it kisck up oil to help lubricate things like the cam. Overfilling it however can cause the crank to really get into the oil causeing it to get frothy and foamy and the oil pump cant such the frothy oil up causeing a lack of lubrication. Now i know what your getting at the potential for the pan to get sucked dry in the higer RPMs with the HV pump but im afraid the only real fix to that to mu knolede is a larger oil pan.

Re: i have a melling m55vHV oil pump can I over fill my L98?
Well yes and no Racer have been knows to run alittle low on oil or "knife" the crank shaft to minimise the drag on the crank as it runs through the oil and people have been know to put alittle extra oil in to have alittle safty room in case of a leak. How much eather of these conditions effect the overall lifespan of your motor hasnt really been tested. I mean how low is too low and how high is too high is a matter of debate where it actually will become a problem. I personall suggest if you dond want to swap to a larger oil pan, just keep it at a factory level and you should be safe as long as your not running at fairly high RPMs for extended periods.
