Fuel pressure problem

'91 camaro, 305 with TBI. I'm having a problem with a hard start when the engine is cold PLUS now the car is cutting off when you decelerate. Borrowed a fuel pressure gauge from Auto Zone. Pump does not prime when you turn the ignition on. Takes about 10 seconds for the pressure to build up while cranking. When running at idle, fuel pressure is about 10 PSI. Followed the diagnostic instructions in the service manual. Put 12 volts to the fuel pump relay, pump came right to life. Changed out the fuel pump relay with a new one. Fuel pump still does not prime with the new relay. Now takes about 2 seconds of cranking for the fuel pressure to come to life. Still stalls at deceleration. Any suggestions?

I've isolated the problem down to the link between the ECM and the fuel relay. I have replaced the ECM recently (3 weeks ago) so that should be fine? Once again, any thoughts?

OK if you’ve solved the long cranking time problem, you just have the idle problem.

You should scan for codes as the first step.

The reference signal comes from the ignition module and is sent to ECM-B5.

Thanks for the help. The new ECM I bought was bad. Car fired right up after I exchanged the ECM.
