I think it's for the cruise control servo if I remember correctly, the T piece is a vac delay valve.

Yeah, should run all the way around to the cruise module behind and below the driver headlights. Usually runs around the back of the engine by the firewall, over the brake booster, and down the edge of the engine compartment to the front, you might find a connector there somewhere

There are several things in front driver side that get vacuum - cruise being one. There's also the evap canister, and the vacuum ball under the evap canister. That T is actually a one way valve, so that the vacuum can't 'leak' out of the vacuum ball back into the intake - that way the vacuum ball can 'store' vacuum for the heater/A/C controls so that they still work in low vacuum conditions.

Well, in my car, a 305 TBI, the vacuum line comes around the windshield washer tank and then splits in a T fitting, with the bottom line going to the vacuum ball, and the other line continuing on to the cruise module. The evap canister gets vacuum from the TBI.

That line runs to both the cruise servo and the vac reservoir. the servo is T-ed off the line up front. There must be an open line that runs near the wiper motor since that end is open on yours. The other side is to manifold & interior hvac controls.

If by all that is hooked up you mean the cruise module and the vacuum ball, where do the lines from those places go to? Maybe to the wrong place?

On my 86 the vac line comes off the back of the plenum by the distributor on the right side and wraps around to the wiper motor area where it goes into that oneway thing then t's off and a hard plastic line goes back to the heater area. The original rubber line goes on around to the left front by the battery where it t's again. one goes down to the vac ball and the other too the cruise.

1piece@atime's is set up just like mine and probably how yours should be. The rubber vacuum line coming back from the cruise module and vacuum ball should be connected to that piece in your hand. Can you do that from where they go now? Where is it that they go now?
Right now that's the leak that is preventing the HVAC controls from working right also.
