Nobody.
You go to a tuning specialist like PCM for Less or similar and get a custom chip programmed to suit your engine requirements.
Anything you can buy off the shelf is not worth the $$$ ;
too generic/ one size fits all

Well I was thinking of buying a TBI chip to remove the limiter and stuff since everybody complains about it. Everything else it does sounds good.
Can you also do it with a laptop and aldl contector using the free prom software?
What do you think about TBI chips there not too expensive for a basic replacment chip.
