CRUISE CONTROL QUESTION

I have an '84 Z28. Years ago I ripped out the EGR/charcoal canister. I didn't realize at the time, it would cancel out my cruise control. I am trying to figure out the vacuum line for the cruise control. I spliced a vacuum line off of the carb and sent it to the vacuum ball and cruise control diaphram. No dice. I changed the cruise control lever; still no,luck.

Vacuum spliced to ball/diaphram was weird. It looks like there is only one vacuum line connection to the ball. I had to put a t-fitting to split the vacuum. Do I have the order right? Do I need to buy the vapor canister again? Is there a quick way to test it? Not sure where to go next. I know that cruise control seems unimportant, but when you drive 30+ miles each way to and from work everyday, the fuel savings can add up. Besides, it will save me some speeding tickets in the future.
