high idle, stalls when load is applied

i have an 86 305 tpi camaro. automatic trans. whats happening is when it is in park the idle is at about 1500. the intake manifold was just redone and i was expecting that to fix the high idle problem. however, it did not, and when i got it back there was a new problem. when you shift into any gear that isnt neutral or park the engine will bog down because of the load applied to it and most of the time it will stall.

i was told that there is a short behind my engine block (my gauges are being a little screwy too, such as gas gauge going up when gas is applied and down when brakes are...and sometimes the tach doesnt work but when i rev it the tach clues back in and works). basically the car is not holding a charge, which means that if you dont get started on the first two tries without starting...then you are stuck..because its dead.

I AM STUMPED

any input is appreciated. if anyones had a similar problem let me know what was goin on if you did actually solve it
