Problem Starting (updated)
1991 Camaro RS 305
When I turn the key to start the car, nothing happens. No noises, nothing. All the electrical still works. Battery is fine. when I jumped the starter under the car it spun around but didn't engage. I also turned on the headlights and turned the key but they didn't dim or go off. Is this a bad ignition switch?

Maybe a starter circuit issue, or a VATS issue.

My 91 has done this a few times and it was the VATS system. Turn the car off and take the keys out of the ignition and wait 3 minutes and try again. If you try to start it before the 3 minutes the time restarts and you have to wait another 3 minutes. Could be ignition switch but when mine went out I could turn the key back and fourth real easy.

are you sure it wasnt the starter solenoid? try rebuilding your starter? if that isnt an option, pull the starter and see if an autoparts store will test it for you...
If the engine is turning, try getting a new ICM chip, they range from $25-$75... I believe most TBI (non-HEI) motors had these chips, and they go out all the time... ICMs get really hot so they fail all the time. Just my $.02

The OP jumped the starter and it spun, so nothing wrong with the starter anyway.
Usually, the ICM will start to give issues before it just dies. They ususally work fine when cool, and the car progressively drives worse as it gets hot, until it dies - then it will start again fine after it cools again. But in this case, the starter is not turning with the key, so the ICM hasn't even come into play yet, since the starter is not starting at all, there is no ignition, and thus no ignition problem.
And TBI is HEI - all 3rd gen cars have HEI ignition systems. But they are computer controlled distributors, as opposed to vacuum advanced distributors.
So, again, I go back to starter circuit issue, or VATS.

Put in new starter, took it to autozone and it failed the test. Still didn't start so I put in push to start button, and started right up like a champ. Thanks for the help guys.
