Is it possible to tighten rockers too much and have a vlave not fully close, and if so would this cause wet spark plugs (gas)?

Thanks for the replies all. I went and loosened them and sure as heck it fired right up. Now I am just going to listen and see if it ticks anywhere and go readjust.
